To answer this question I asked Doc Marquis who is a former member of the Illuminati. Doc makes it clear that they do recruit outside of their family lines because, “you can’t keep an order as huge as the Illuminati just going through their family lines.”
He mentions that certain areas were created in order to recruit people such educational institutions like Yale University through secret societies like Skull and Bones, Scroll and Keys and Oxford University where you can become a Rhodes Scholar.
Doc includes how they look for individuals with a global mindset. He then goes into how the Illuminati ties into the music industry.
